Head Start/Early Head Start Program Director
The Jefferson County Child Development Council, Inc. seeks a skilled and experienced individual to fulfill the role of Head Start/Early Head Start Program Director. The selected candidate should have a proven track record in providing effective leadership and management oversight. This individual will foster shared decision making with the Executive Director, JCCDC Board of Directors, Policy Council, and Parent Committee to ensure the provision of sound organizational and effective operations aligned with the Office of Head Start philosophy. This individual must be able provide effective leadership across all Head Start program service areas and management systems through day-to-day operational oversight. Finally, the Head Start/Early Head Start Program Director will also provide direction and leadership to program managers, specialists, coordinators, administrative and other support staff to ensure the delivery of high-quality Head Start and Early Head Start program services.
Responsibilities
- Oversee the overall operations of the Head Start/Early Head Start program.
- Develop and implement program policies and procedures in alignment with regulatory requirements.
- Manage program budget, ensuring fiscal responsibility and compliance.
- Supervise staff members, providing guidance and support in their roles.
- Collaborate with community partners to enhance services for children and families including those with disabilities.
- Monitor program outcomes and make data-driven decisions to improve program effectiveness.
JCCDC Job Description Requirements: Education: Must hold a master’s degree in early child education or child development or a related field.. At least three (3) years of experience in supervision of staff, fiscal management, budgeting, and program administration is required. Previous Head Start/Early Head Start experience preferred. Clear DHR suitability and child abuse and neglect (CAN) shall be obtained prior to any offer of employment.
Disability/Mental Health Coordinator
The Jefferson County Child Development Council seeks the experience of a Disability and Mental Health Coordinator (DSMHC) to work alongside a team to ensure the individualized needs of children with disabilities, including but not limited to those eligible for services under Individuals with Disabilities Education Act, are being met; ensure enrolled children with disabilities, including but not limited to those who are eligible for services under IDEA, and their families receive all applicable program services delivered in the least restrictive possible environment and that they fully participate in all program activities in accordance with Subpart F of the Head Start Program Performance Standards.
JCCDC Job Description Requirements: A minimum of a bachelor’s degree in special education, disabilities, mental health, human services, or a closely related field, and a minimum of three years’ experience in human services program policy and practice. An equivalent combination of related education and/or experience will also be considered. At least one year of working with special needs or children with disabilities and their families. Experience must include at least two (2) years of administrative or management experience which includes program planning, organizing, and staff training and supervision.
Preferred Qualifications: Master’s degree in related field, which may substitute for the year of the required experience.
Education Specialist (Bilingual Preferred)
Jefferson County Child Development Council, Inc. seeks a full-time Education Specialist – Under the direction of the Early Childhood Development and Health Services (ECDHS) Manager, the Early Childhood Development Specialist (ECDS) will oversee Early Head Start and Head Start program activities in assigned service areas. Supervise, monitor, and evaluate FCC providers as assigned. Support family childcare providers and ensure the provision of quality services at each family childcare home, and provide educational resources for FCC Providers, staff, and parents.
JCCDC Job Description Requirements: Education: Bachelor’s degree in early childhood education, Child Development, or a qualified related field. At least five years ‘of experience working with children ages birth to five. In-depth knowledge of local, state, and federal regulations, early childhood curricula and assessment tools, and early childhood certification and credentialing. Computer expertise including Microsoft Office Suites, Child Plus, and data storage/usage. Strong organizational skills, and the ability to monitor and prioritize workload and meet strict deadlines. The ability to review, aggregate, and analyze data to prepare outcome reports is a must.
Preferred Qualifications: Bilingual preferred.
Assistant Teacher Job Announcement
Jefferson County Child Development Council is seeking candidates for a full-time Head Start assistant teacher. The Head Start assistant teacher will work with the Lead Teacher as a team to provide effective nurturing teacher-child interactions that focus on children ages three- to five year-old that are guided by applicable state early learning and development standards, including children with disabilities, and dual language learners; promoting the social,
physical, and intellectual growth needed for school readiness, including pre-reading and early math skills.
The Head Start assistant teacher will also collaborate with family members and other staff to achieve positive outcomes for children.

JCCDC Job Description Requirements: Education: Minimum of a Child Development Associate (CDA), an associate or bachelor’s degree in child development or early childhood education, or equivalent coursework, experience teaching preschool-aged children or bachelor’s degree in a closely realted field with at least six college courses in Early Child Education, plus experience teaching preschool-aged children. Bachelor’s degree in child development or early childhood education highly preferred.
Behavioral Support Specialist
Jefferson County Child Development Council, Inc. seeks a full-time Behavioral Support Specialist who will have the responsibility of assisting teachers and children in the classroom and conducting observations of classrooms. This position will also assist in the implementation of comprehensive mental health services for enrolled Head Start children and families. Other job responsibilities will include assisting education staff on recommendations in utilizing the designated curriculum in the classroom and Conscious Discipline, interpreting mental health screening and assessments for very young
children, providing support to teaching staff to design behavioral interventions for children, and implementing behavior support plans, providing follow-up on
implementation and providing adjustments as needed.

JCCDC Job Description Requirements: Education: Minimum of a bachelor’s degree in counceling, health psychology, human services, special education, or related area. Three years’ experience in human services, counseling, the health field,childcare, special education, or related area. Training and/or experience in securing services for children with mental health concerns.
Family Engagement Specialist – (Bilingual)
Under the direction of the Family Engagement Specialist (FES) Manager, the Family Engagement Specialist will support family well-being and promote children’s learning and development in accordance with Subpart E and engage in strategies and practices to support successful transitions for children and their families transitioning out of Early Head Start and Head Start in accordance with Subpart G of the Head Start Program Performance Standards.
The FES works as part of a team in coordinating family services, including eligibility, recruitment, selection, enrollment and attendance procedures (ERSEA); assures the provision of family engagement activities for parents, including fatherhood/male involvement, and social services for HS/EHS children and their families; provides program assistance and guidance to parents and office staff; coordinates and documents referrals to outside agencies; acts as community liaison to promote related projects and family and community engagement activities.
