Executive Director, JCCDC:
The Executive Director oversees all program activities, staff development, fund development, and human resource development for the Family Child Care Head Start/Early Head Start (HS/EHS) program, USDA CACFP, and other agency programs. Secures funds for existing and new programs. Supervises all programs to ensure compliance with local, state, and federal regulations, and with requirements of all funding sources. Provides information to the JCCDC Executive Board about current status, and provides recommendations for new directions and programs for the agency. Works with Executive Board and Policy Council on JCCDC governance, collaborate with Board Chair to plan meetings, and participate in long range planning. Work with Financial Officer and Finance Committee to review and prepare budgets related to reapplication and proposed programs. Education requirements: Master’s or Doctorate. Experience in HS/EHS Administrative/Financial can substitute for some education requirements.

Financial Officer, JCCDC
The Financial Officer oversees all finance, accounting, and associated reporting activities, according to each funding source requirements, and to ensure program compliance with OHS, USDA CACFP, local, state, and federal fiscal regulations, approved accounting and cost allocation procedures, and audit. Works with the Executive Director to develop, implement, monitor, and evaluate the agency budget and financial operations to ensure all expenditures are reasonable, allowable, and allocable. Manages the day-to-day activities for the human resources area, payroll, procurement, and inventory.

Disabilities & Mental Health Coordinator, JCCDC
The Disabilities & Mental Health Coordinator oversees program-wide disability and behavioral health services. Implements the Americans with Disabilities Act (ADA), the Individuals with Disabilities Education Act (IDEA), and other special education provisions. Designs, coordinates, and implements the disability, mental health, and transition efforts for the Head Start/Early Head Start (HS/EHS) program, and mental health activities for families and staff. Provides training, mentoring, supervision, and ongoing monitoring of staff assigned to children with special needs; and provides information and resources to parents. Serves as a liaison between JCCDC and community partner agencies. Collaborates with LEAs for coordinated service delivery.

Parent, Family & Community Engagement (PFCE) Specialist
The PFCE Specialist works under the direction of the PFE Coordinator and HS/EHS Director. The PFCE staff carry out goals, policies, and activities designed to implement program objectives and Head Start Program Performance Standards. The PFCE Specialist assists with all Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA) to ensure continued full HS/EHS enrollment. The PFE Specialist must have a knowledge of social services and community resources (especially pregnant teens and mothers), ability to work with individuals of diverse backgrounds. Work with FCC staff and providers to encourage/support family participation and involve community agencies. Encourage parents through family survey and follow up on their needs.
