Human Resources Coordinator:
Jefferson County Child Development Council, Inc. seeks a part-time Human Resources Coordinator to provide administrative and HR support in the day-to-day operation of the agency, which include but are not limited to, recruitment coordination, benefits administration, training coordination, employee relations, employment records maintenance, and risk management. This position will work directly with the Executive Director and Chief Financial Officer.

Key Responsibilities:
This position will be responsible for HR operations including benefits administration and compliance requirements, preparing and responding to correspondence and other HR related tasks, communications, for the completion of all employment verification (written and verbal), developing and processing all human resource forms.

This position will also maintain all Human Resources Department electronic and paper files (including employee, benefit, disability, worker’s compensation files, and HR vendor files), process all HR related invoices and purchase orders working with vendors to reconcile invoices and ensure accurate billing, complete the background checks for all new staff, as well as assist with placing job advertisements (with local newspapers, professional organizations, job websites, community organizations and schools), and assists with employee orientations, ID pictures, etc.

Other duties include coordination of training initiative, CDA, and CPR training programs, coordinates employee recognition program(s), and assists in the coordination of employee events, wellness programs, employee discount benefits (i.e. credit union).

Qualifications:
An Associate’s or Bachelors’ degree with a focus on human resources management, management, business, and/or public administration is strongly preferred. Two to five years of previous office experience human resources administration, benefits processing, and/or training coordination preferred. This position also requires strong computer skills including proficiency with Microsoft Office. This position requires a high level of professionalism, discretion and the ability to maintain confidentiality. Excellent oral and written communication skills, solid organizational skills and ability to work in a fast-paced environment are required along with strong attention to detail are also needed.

Bilingual Early Child Development Specialist:
Jefferson County Child Development Council, Inc. seeks an experienced bi-lingual Early Childhood (EC) Specialist to support our Head Start and Early Head Start programs in developing and implementing high quality services in accordance with federal regulations. The ideal candidate must be fluent in English and Spanish. The Specialist will provide support to Family Child Care Head Start and Early Head Start learning environments to ensure the provision of high-quality services.

Under the direction of the Early Childhood Development Manager, this position will provide training and technical assistance related to the:

  • Implementation of an age, developmentally, culturally, and linguistically appropriate curriculum and ongoing child assessment;
  • Skills necessary to aggregate, analyze, and use data obtained through multiple sources including but not limited to ongoing child assessment for the purpose of informing teaching, curriculum implementation, progress reports for parents, staff development and training, and other aspects of early childhood education
  • Development and implementation of mentoring and coaching strategies for Family Child Care Educators;
  • Understanding of developmentally appropriate practice in early childhood education and the ability to support its use in school readiness goals; and
  • Ability to review, aggregate, and present data gathered from multiple sources.
Basic Qualifications:
Bachelor's Degree in Early Childhood Education or Child Development or related field (If related field, transcripts must show evidence of 18 ECE credits). *Submit transcripts with all related degrees; A minimum of five years’ experience in programs for young children with experience spanning the birth to age five continuum; Experience providing training and technical assistance in early childhood programs; Experience with Microsoft Office (Word, Excel and PowerPoint); Must have valid driver's license and successfully pass a Motor Vehicle Records (MVR) check.

Preferred Qualifications:
A minimum of five years’ experience working in a Head Start and/or Early Head Start program that includes:
Implementation of the Head Start Performance Standards and applicable rules and regulations; Participation in state early care and education systems including QRIS and child data systems; Implementation of a researched based curriculum and assessment; Practice Based Coaching; Service to dual language learners; and Collaboration with diverse early care and education programs and service delivery options such as center-based, home-based and family childcare.

Bi-Lingual Family and Community Engagement Specialist
Jefferson County Child Development Council, Inc. seeks a bi-lingual family and community engagement (FCE) specialist to work with our dual language learners enrolled in the Family Child Care Head Start/Early Head Start program. This position works alongside other program staff who oversees Family Child Care (FCC) Provider program activities in assigned service areas.

This position will engage our families in a family partnership and goal setting process, provide either directly or through referral comprehensive family support services based upon the identified family engagement outcomes. This position should have appropriate degree, license, and/or credential, as required for the assigned duties. This position may also provide phone or walk-in information and resources to families seeking enrollment in the Early Head or Head Start Family Childcare program.

Primary Responsibilities:
One-on-One Supports to Families:
  • Working one-one-one with families to provide family engagement strategies, services, and support. Must be responsive to families through follow-up support.
  • Connects families to additional services, whether at JCCDC or in the community.
  • Participates in regular onsite visits to Family Childcare Homes, assist in onsite monitoring of FCC homes.
  • Provides back-up support to front desk, as needed.
Knowledge Management and Learning:
  • Assist in the tracking of child and family outcomes and regularly reflects on ways to improve services.
  • Shares knowledge with and assists and learns from peers across the organization to deepen understanding of Head Start/Early Head Start services.
Additional duties as assigned, which may include individualized assignments (e.g., oversight of in-print materials, translation support, etc.).

Required Qualifications:
Basic knowledge of child development or childcare; At least 2 years of professional work experience; Demonstrated ability to provide responsive one-to-one customer support; Demonstrated ability to communicate complicated process in understandable ways; Passion for helping families from a diversity of backgrounds access high-quality services that meets their needs; Bilingual fluency required in both written and spoken English/Spanish.
